The collection policy can be found on this web page.  It is not only legal but necessary to ensure the Association collects the fees necessary to conduct the business of the Association.  It is unfortunate the legal fees are so high but members are sent several warnings before an attorney is contacted.  State statute requires all members of a home owner's association be treated equally which means, once a policy is put it place it must be followed without exception.  Your best option is to pay the fees incurred.
